About Course

This intensive 8-hour program offers a deep and practical understanding of the principles, legal frameworks, and best practices of government procurement and supply management in the Philippines. Participants will explore every stage of the procurement cycle—from planning and budgeting to contract implementation and supply chain oversight—anchored on Republic Act No. 9184 (Government Procurement Reform Act) and its Implementing Rules and Regulations (IRR). Through lectures, case analyses, group workshops, and hands-on exercises, learners will gain the skills to design, execute, and monitor transparent, efficient, and value-for-money procurement activities while upholding the highest ethical standards.

1. Explain the concepts and significance of public procurement and supply management.
2. Interpret RA 9184, its IRR, and related government issuances and apply them to real procurement situations.
3. Plan an Annual Procurement Plan (APP) and craft bid documents aligned with legal requirements.
4. Conduct competitive bidding and alternative procurement methods in compliance with policy.
5. Implement effective supply management: inventory control, warehousing, distribution, and disposal.
6. Evaluate contracts, monitor performance, and address variations, delays, and disputes.
7. Apply ethical standards and anti-corruption measures throughout the procurement cycle.
8. Analyze procurement risks and develop mitigation strategies and continuous-improvement plans.
