FUNDAMENTALS OF GOVERNMENT SERVICE ETHICS AND ACCOUNTABILITY

About Course

This intensive 8-hour program provides public servants with a solid grounding in the ethical standards and accountability mechanisms required of government employees. It explores the Philippine Constitution, the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713), anti-corruption laws, and international frameworks on good governance. Through lectures, case studies, role-playing, and reflective workshops, participants learn how to recognize ethical dilemmas, prevent conflicts of interest, promote transparency, and strengthen public trust in government institutions.

Explain the legal and moral foundations of ethics and accountability in Philippine government service.
Apply the provisions of RA 6713, RA 3019 (Anti-Graft and Corrupt Practices Act), and related laws to real workplace scenarios.
Analyze ethical dilemmas and recommend appropriate, lawful, and values-based actions.
Develop personal and institutional strategies to strengthen integrity, transparency, and citizen trust.
Implement accountability mechanisms—such as reporting, auditing, and performance measurement—within their own offices.
Model professional conduct that supports a culture of honesty and service excellence.
